The Union Rural Development Minister said if the new Land Acquisition Act is implemented properly, it will put an end to “inhumane” displacement of tribal from forests and check Maoist menace. He said, ‘Implementation of new Land acquisition law will end displacement of tribals’.
Minister for Rural Development Jairam Ramesh on Sunday blamed the public sector undertakings for the displacement of many tribals, their actions for the growth of Naxalism in various States, referring to incidents of “inhumane” displacement of tribal from forests for various public and private sector projects in mineral-rich States like Jharkhand, Odisha and Chhattisgarh,”.
He said, “The record of PSUs in displacements is worse than the record of the private sector. This is a sad truth... that more displacement has been caused by the government and public sector projects than private sector projects...particularly in Naxal areas. And this is why Naxalism has grown in these areas,”.
The Minister gave an example of the National Thermal Power Corporation for allegedly seeking police help for forcibly acquiring land in Keredari block of Jharkhand's Hazaribagh district, where a villager agitating against land acquisition was shot dead nearly two months ago (for kind information the state Jharkhand is ruled now by Congress )
Mr. Ramesh said the Bill would be notified by next year after its rules are framed. “In districts where naxalites are active, this law would weaken their influence as it would eliminate the grievances of a large number of peasants. The need to agitate for their rights would cease to exist.”
And Jairam Ramesh accepted that when the law will be implemented in 2014-15 the cost of land acquisition would increase, the social cost would decrease. And possibly Congress may not have to implement it .
A very heartening news and this decade's biggest discovery by the learned Union Rural Development Minister Jairam Ramesh that : "" if the Land Acquisition, Rehabilitation and Resettlement Bill, 2013 that "WILL BE" notified by next year (2014) after its rules are framed,and “If this [new] land acquisition law is properly implemented, it will defeat Naxalism,”".
Thus at last, we Indians have got a miracle solution of Naxal terrorism (presented by Congress leader and minister Jairam Ramesh),that have almost taken more than tens of thousands of lives of ordinary people, tribal inhabitants and thousands of police and security personnel and more then many billions used in curbing this terrorism.
If passing of this bill was the solution of India's biggest security problem (Naxals), after the border problem with Pakistan/China, and this was known to Congress government, why they were waiting for last nine and half years of their rule and still they are planning and waiting to notify the act exactly on the day their tenure will be over ?
Why the concerned government should not be hanged for delaying the law for such a long time ? That will be the only way out to teach the negligent leaders, sitting on power seat lazily, silently and omitting solution of national burning problems in right time. Does not these shameless leaders have some moral accountability to fulfil the duties in time for the national cause of the problems as serious as Naxal terrorism ?
