Manmohan Singh was also dragged in the investigation, and the park proposal seems more intended to please people of Amethi, a Rahul constituency.
Moreover the clear reluctance of the industrial group and the then Congress Government in actual starting the park is illustrated by the fact that the park though was conceived in 2010, was rejected several times and remained on paper till stone ceremony was done in 2013 by Rahul on the eve of 2014 election. After getting extension for seven times,the then UPA minister Moilly even refused to offer gas based power in 2013, and final winding up notice was given as late as March 2014 by the UPA government.
