AAP has tried its best to dodge the "Delhi Crown of Thorns" with ‘tough’ terms for Congress/ BJP . The political chess being played out by the first move, when Congress offered its “unconditional” support offer to AAP by writing a direct letter, with their intention to support formation of government by the AA party.In response the AA party met the lieutenant Governor, and through him they gave a charter if 18 terms and condition, that should be accepted by by the parties, then they will take a decision to form the government in consultation with the people in next ten days.
AAP's charter of terms and condition (to both Congress and BJP.) are as follows :
AAP's condition no.1) Ending VIP culture in Delhi:No MLA, minister or officer will use a red beacon in his car. None of them will stay in a big bungalow or claim special security. Special funds to MLAs and municipal corporations should be stopped. Would Congress/BJP support us on this proposal unconditionally and help in implementation?
INDIA HONEST says : ***Why AA party is demanding this as a condition, it is within the power of any ruling party to pass the order as per the law and execute it. This action is administrative in nature where the sanction of the legislature is not required, and so it don’t need Congress’s numerical support in the House to implement.
AAP's condition no 2) Jan Lokpal Bill: The bill should be passed by the assembly. It is understandable that after the bill becomes law, the scams that took place during 15 years of Congress rule will be investigated. Scams during seven years of BJP rule in the municipal corporations will also be investigated. Will your party allow the bill to be passed in the Delhi assembly?
INDIA HONEST says : On Lokpal Congress said , the Bill could be passed in Parliament any day before the session closes on 20 December, and that the Congress would support any amendment in the existing Lokayukta Act for the city.
AAP's condition no 3) Establishment of Swaraj in Delhi: People should have the right to take decisions in their own mohallas, colonies and by lanes. More and more decisions should be taken directly by the common people through mohalla sabhas. INDIA HONEST says :it is same as above ***.
AAP's condition no 4) Granting statehood to Delhi: AAP would demand statehood from the Centre. DDA and Delhi Police should be rid of central control.
INDIA HONEST says :The Congress says they are always been committed to the full statehood in the city, the Delhi Congress manifesto has listed that for the last two elections.
AAP's condition no 5) Auditing power firms: It appears there is a lot of fudging in the accounts of the private power companies. AAP wants a special audit conducted. The licence of any firm that refuses audit should be cancelled. The audit findings would be put before people and Delhi’s power rates should be decided on that basis. Delhi’s power bill should be halved.

AAP's condition no 6) Fast electricity meters: Some people suspect that Delhi power meters move too fast. Their functioning must be looked into by an independent agency. If meters are found to be too fast, then the extra money collected by power companies should be recovered and the meters changed.

AAP's condition no 7) Water problems: The Capital’s water mafia receives direct or indirect protection from Congress and BJP leaders. There will be strict action against the mafia and those protecting them. The corrupt Delhi Jal Board must be re-organised. AAP wants to offer every home 700 litres of free water. AAP's condition no 8) Unauthorised colonies: Delhi’s 30% population lives in unauthorised colonies. AAP wants these colonies to be regularised within a year. INDIA HONEST says :it is same as above ***.
AAP's condition no 9) JJ colonies: One-third of Delhi lives in slum clusters. AAP demands they be given pucca homes on easy terms. Until then happens, their homes should not be demolished. INDIA HONEST says :it is same as above ***.
AAP's condition no 10) Contract labour: In the past 10-15 years, the system of contract labour has grown in Delhi. AAP wants to end the contract system of labour for daily and permanent jobs. INDIA HONEST says :it is same as above ***.
AAP's condition no 11) Trade and industry: VAT has become a complicated system. The rates are so high that many businesses have moved away from Delhi. AAP wants a reassessment of VAT rates. It wants to improve conditions for trade and industry in the Capital by offering better road, power and water facilities. INDIA HONEST says :it is same as above ***.
AAP's condition no 12) FDI in retail: AAP is against FDI in retail in Delhi.

AAP's condition no 13) Village land :There are 360 villages in Delhi where agriculture is carried out and where land is often forcibly taken away at a cheap price and given to big builders. AAP wants no acquisition of land without the gram sabha’s permission. INDIA HONEST says :it is same as above ***.
AAP's condition no 14 ) There are about 3,000 government schools in Delhi. The future of 2m kids in these schools is messed up. Private schools are hiking fees to unreasonable limits. Many ministers and legislators run the schools. That’s why there is no control over them. AAP wants to raise the quality of education in government schools to that in private schools. AAP's condition no 16) Women’s safety: A special protection force for women will be set up. New courts and more judges to ensure every case of women’s exploitation is decided within 3-6 months .INDIA HONEST says :it is same as above ***.

AAP's condition no 18) Help from the Centre: Several issues raised above will require help and support from the Centre. We want to know if your support would be limited to the eight MLAs in Delhi or does it extend to putting pressure on the central government for solutions to Delhi’s problems. (To BJP) Will the municipal corporations run by BJP provide us support to achieve these goals? INDIA HONEST says :it is same as above ***.
Now in conclusion INDIA HONEST gives full credit to the Congress, as they have agreed to all the conditions set by AA party,in spite of Arvind Kejriwal’s arrogant letter to Sonia and hisharsh and strong words on the subject. The Congress seems to have digested the humiliation in its stride and rather made a public display of humility, by coming in open support of all the 18 points dictated by the AAP leader, including an investigation into Dikshit's 15 year rule, sending errant Congress leaders to jail and reversing Congress’s decision of allowing FDI in retail in the city.
IH strongly feels that now the ball is in Arvind Kejriwal's court and all the eyes of not only Delhi people, but the entire political community eagerly waiting to see how AA party choose to negotiate the course?
