Is it Rahul Gandhi and Kapil Sibbal's Double Speak ?

Law Minister Kapil Sibal said Government was working on a proposal to prevent the entry of criminals into politics . He said he was trying to build a consensus within Congress for "steps to put appropriate barriers in place" which would prevent criminals from entering politics. Sibal said during an interaction at the Indian Women's Press Corps that "We want to take steps to reduce the prospect of criminals entering politics. People who are charged with very serious criminal offences should be prevented from entering politics".

Rahul Gandhi asked to party members to keep candidates with criminal records out of fray; then why the government defied his orders ? Is there a policy differance ?

In July 2013 the Supreme Court has passed an order to disqualify the convicted MPs and MLAs from taking part in law making and influencing the administrative workings, to cut the growing dominance of criminals in politics and Government administration,  and thus  tried to curb the fast spreading corruption in Indian politics. 

The Supreme Court's above order was cancelled today when the (the Law Avoiding or Evading) Congress government issued an ordinance to undo the Supreme Court's order of disqualifying convicted MPs and MLAs. 

This move came just ahead of a verdict on key UPA ally Lalu Yadav in the multi crore fodder scam of nineties. The Centre had argued that protecting convicted MPs and MLAs from disqualification during pendency of appeal is necessary "to protect the House and to ensure that governance is not adversely impacted".

INDIA  HONEST agrees with the argument that if Congress does not protect a convicted MLA or MP,  the governance of this corrupt Congress will be seriously hampered and they are justified in passing this ordinance to protect the criminals, convicted by Court of Justice in India.

Is not what Law Minister Kapil Sibal is saying contrdicts the Congress party's action as it issued an ordinance just opposite to protect the criminals in politics ? 

Is there any internal difference of opinion within the Congress or it is Rahul Gandhi and Kapil Sibbal's double speak ?
