The Ayni air base in Tajikistan happens to be India’s first and only foreign military base. And yet, this base is not fully operational for the simple reason that an air base cannot be operational without deployment of fighter aircraft, something that is unlikely to happen without Russia’s green signal. India’s Ayni dream is Russia-locked.
The issue will inevitably figure during the highest Indo-Russian engagement when Russian President Vladimir Putin holds talks with Indian Prime Minister Manmohan Singh. It is another matter that the issue is unlikely to find a mention in the publicised talking points between the two sides, like it has seldom been.
Ayni is going to be among the high points of discussions between India and Russia at their 13th annual summit in New Delhi in December. India has spent $70 million between 2002 and 2010 to renovate the Ayni base. India has extended the Ayni runway to 3,200 metres and installed state-of-the-art navigational and air defence equipment there. And yet, India has not been able to make Ayni truly a military base that fits to the classic definition of an air base.
All these years the Indians have run into the Russian wall as Moscow has been unrelenting in its stand that it doesn’t want foreign powers to deploy fighter aircraft in its backyard and a former territory. The Russians have thus far steadfastly refused to grant this favour to its age-old strategic partner – India.
India Honest sees high strategic importance of Ayni military cum air force base. But the big picture remains that the Ayni air base in Tajikistan holds the key to the long-term Indian strategic interests. In 2006, India was poised to announce that the Ayni base had become operational, but it was not to be. The base is still dormant without any fighter jets.
If India wants to have a strategic presence in Tajikistan, which is just 16 kilometres from Pakistan-Occupied Kashmir, it will have to have Russia on board. There is nothing to suggest on the ground that India’s Tajikistan riddle is going to be solved anytime soon, possibly not even during Putin’s India visit.

प्रधानमंत्री नरेंद्र मोदी आज 5 सेंट्रल एशियाई देशों कजाखस्तान, किर्गिस्तान, ताजिकिस्तान, तुर्केमेनिस्तान और उज्बेकिस्तान के दौरे पर गए हैं । इन देशों में सबसे ज्यादा नजर ताजिकिस्तान के दौरे पर रहेगी। ताजिकिस्तान की बॉर्डर चीन, अफगानिस्तान, पीओके (पाक अधिकृत कश्मीर) से जुड़ी हैं। चीन से इसकी 520 किमी लंबी बॉर्डर सटी है, जबकि अफगानिस्तान के साथ इसकी बार्डर 1,420 किमी लंबी है। अफगान-वाखान कॉरीडोर 16 किमी का है। इसका मतलब है कि ताजिकिस्तान और पीओके की बीच की दूरी सिर्फ 16 किमी है। ताजिकिस्तान इसलिए भी महत्वपूर्ण है कि यहां भारत के दो.ही एयर बेस हैं। एक आयनी और दूसरा फारखोर में। भारत के लिए ये दोनों स्ट्रैटजिक कारणों से देश के लिए अहम हैं। यहां से भारत पाकिस्तान और चीन की हरकतों पर नजर रखता है। आयनी एयर बेस पर भारत, ताजिकिस्तान के बीच मिलिट्री कोऑपरेशन पिछले 13 साल से चल रहा है। अटल बिहारी वाजपेयी के नेतृत्व वाली पिछली NDA सरकार ने यहाँ एयर बेस बनाने की शुरुवात की. भारत ने 2002 से 2010 तक इस एयर बेस के रेनोवैशन और इसे मॉर्डन बनाने के लिए करीब 7 करोड़ डॉलर खर्च किए थे। भारत ने यहां सिर्फ डिफेंस इक्पिमेंट ही नहीं भेजे, बल्कि रनवे को 3,200 मीटर तक बढ़ाया।
सियाचिन के वॉचटॉवर हैं ये एयर बेस .....इंडियन आर्मी के लिए ताजिकिस्तान, पाक और चीन पर हवाई नजर रखने के लिए काफी अहम है। सियाचिन भी यहां से करीब है। सियाचिन और पाक अधिकृत कश्मीर में पाक की हरकतों पर नजर रखने के लिए यह सबसे उपयुक्त स्थान है। इंडियन एयर फोर्स कुछ ही मिनटों में पाकिस्तान पहुंच सकती है। पीओके से नजदीक होने के कारण भारत विरोधी ताकतें ताजिकिस्तान को अपना ठिकाना बना सकती हैं। इससे भारत की सुरक्षा को लेकर चुनौतियां खड़ी हो सकती हैं। इसके अलावा यह देश भारत के लिए सेंट्रल एशिया का गेटवे भी है। इसलिए हमारी विदेश नीति में यह सेंट्रल एशियाई देश सबसे ऊपर है।कुछ लोगों को प्रधानमंत्री मोदीजी की विदेश यात्रा का महत्व समाज नहीं आरहा हैं।
