The Maoists (or the Naxals) has made a strategic change in their tactics, by choosing to eliminate the abducted hostage fast if their demand of releasing their captured leaders is not accepted fast.
In the Central Committee meeting resolutions the Maoists said, "When we want to get important leaders released, we choose the target (class enemies) that would get the government to surrender. We must not give lot of time to the government to fulfil the demand. When we understand the government is taking an adamant stand, we must annihilate the people's enemy in our custody and withdraw from our area of struggle,".
The change in the abduction strategy follows the assessment of Maoist leaders that abduction of senior government officials and political leaders in the last few years have not yielded results. The Maoists had to release high-value hostages like Malkangiri collector Krishna, Sukma collector Alex Paul, Odisha MLA Hikaka or Italian tourists after holding them hostage for weeks. But now the Maoists judged that they suffered more losses than political gains from these abductions.
This propaganda or the threat, has an impact on the sidelined bigger middle classes too, as the Maoists said,"we must punish the important government officials when they are caught as prisoners or otherwise,". The Maoists have also decided that senior party leaders must be involved in all abductions and take responsibility.

The Union Rural Development Minister said if the new Land Acquisition Act is implemented properly, it will put an end to “inhumane” displacement of tribal from forests and check Maoist menace. He said, ‘Implementation of new Land acquisition law will end displacement of tribals’.
Minister for Rural Development Jairam Ramesh blamed the public sector undertakings for the displacement of many tribals, their actions for the growth of Naxalism in various States, referring to incidents of “inhumane” displacement of tribal from forests for various public and private sector projects in mineral-rich States.
He said, “The record of PSUs in displacements is worse than the record of the private sector. This is a sad truth... that more displacement has been caused ...........................Thus at last, we Indians have got a miracle solution of Naxal terrorism (presented by Congress leader and minister Jairam Ramesh),that have almost taken more than tens of thousands of lives .......................... more then many billions used in curbing this terrorism. If passing of this bill was the solution of India's biggest security problem (Naxals),...........................why they were waiting for last nine and half years of their rule and still they are planning and waiting to notify the act exactly on the day their tenure will be over ? Why the concerned government should not be hanged for delaying the law................. Does not these shameless leaders have some moral accountability to fulfil the duties in time for national cause of the problems as serious as Naxal terrorism ?

More by effecting the law to be implemented retrospectively, you have created a horrendous task for the next governments in 2014.
Is not this a nasty game, you played badly for the tribal votes in next election? Or what was the rational of making such stringent provisions, which will practically impair further growth in most areas, where crucial and scare mines or industries could have been worked out peacefully ? You imagining well that you may not have to go through with the difficult and practical implementation part.
