Arrogant S P Leaders Threatening and Indulging in Character Assassination

Arrogant and defiant Samajwadi Party leaders are now threatening and indulging in character assassination of an honest cadre Durga Shakti Nagpal, of India's most valuable and prestigious institution Indian Administrative Service.

UP Minister for Health and Family Welfare Ahmad Hasan attempted to demoralise the officer by questioning her family background by asking,"Which family does Nagpal belong to? You will come to know when we will expose it... then you will regret. Whom are you encouraging?" He rudely accused her to demoralise and said,"She has issued a statement that she didn't raze the wall of the masjid. She has said the villagers of Kadalpur demolished it on her suggestion. Do you know where does she come from? She is a liar." 

Hasan lashed out at the media as well."You must look within. There are black sheep in the media also. But you are trying to hide actual details about that unreasonable SDM. She should apologise for disturbing social harmony in the area,".

Hasan, who was speaking at a function of the Department of Dairy Development in Lucknow, presided by the CM. Akhilesh Yadav, accused IAS officer Durga Sakthi Nagpal that she is a liar and tried to blackmail by threatening to reveal dark secrets about her.

Also a team of officers has been deployed to collect every detail about of Durga Sakthi and her 2011 -batch IAS husband of  UP cadre, Abhishek Singh, posted previously at Ghaziabad as joint magistrate, and now training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie.  Some officers have claimed that they have found some discrepancy in his certificates. More officers are engaged to find any dirt about her parents, while linking them with a right-wing organization.

More and more sections of society are coming out open in support of the honest IAS lady and one section of the minority community led by the Hazrat Saiyad Bhure Shah Committee has openly alleged that the Akhilesh Yadav government is using the Muslim community to target an upright officer for taking legal action against the sand mafia and land sharks of Noida.

Kadir Khan, secretary of the SBSC, a unit of the Sunni Waqf Board observed,""My point is that the government is using the Muslim community to settle scores with a young officer who is honest and energetic, and it seems to have disturbed the SP government which is now finding it difficult to get out of this situation. The government is exposed and so it is threatening the officer, every possible way," .

UP Waqf board denies setting up probe against IAS officer Durga, but Kadir Khan, secretary of the SBSC, a unit of the Sunni Waqf Board said,“When I reached home in Dankaur, I got calls threatening me with dire consequences,” Kader Khan Jayaswal said and added, “Several goons came to my house, and asked me to keep mum on the land-grabbing issue and Nagpal’s suspension.”
Kader Khan  alleged that UP waqf board chairman Zafar Faruqi had also threatened him, but he warned, “I do not fear for my life,” he said. “My fight for the upright officer will continue.”




Growing Brazenness of Samajwadi Party in Durga Shakti Nagpal Case

The brazenness of the Samajwadi Party, already in dock with the suspension of honest IAS officer Durga Shakti Nagpal , has reached a new height, when Samajwadi Party MP Ram Gopal Yadav said,"Centre can recall all IAS officers from Uttar Pradesh. We can run Uttar Pradesh with our officers".

Uttar Pradesh Chief Minister Akhilesh Yadav is not showing any signs of repentance or remorse at the suspension of IAS officer Durga Shakti Nagpal that has caused so much political strife over the last few days.Speaking at a rally in the state,he said, “If an officer makes a mistake, he/she is punished. This is how a government works”, adding that his government had acted appropriately,so no relief for Nagpal.

Prime Minister Manmohan Singh, had said “There are rules laid down, the rules will be followed. We are in touch with the state government to get all the details”, . He did not however, comment further, this is  when the Congress president Sonia Gandhi has asked Prime Minister Manmohan Singh to ensure fair treatment for Nagpal and stressed need for safeguards to protect officials "working to uphold rule of law".

Former UP Chief Minister and head of the BSP, Mayawati blasted, “This case of Durga Shakti Nagpal shows that there is ‘goonda raj’ in UP under the Samajwadi Party government”. But the Samajwadi Patry mantra these days seems to be, ‘public opinion be damned, we will do what we want’.

New reports coming in, say that the UP government had decided to chargesheet Durga Shakti Nagpal because it had been angered by what it perceived to be constant pressure from the centre, when the centre had sent it three letters with regards to the suspension, which the Akhilesh Yadav led government had seen as interference.The Samajwadi Party has threatened that it will not support the food security bill in the upcoming monsoon session of Parliament.

Speaking to Times Now, senior SP leader Naresh Aggarwal said that the party had decided against supporting the bill. However he insisted that the decision had nothing to do with Congress President Sonia Gandhi‘s letter to the Prime Minister where she had expressed concern over the suspension of IAS officer Durga Shakti Nagpal. The Samajwadi Party had reacted angrily to the letter in which Sonia Gandhi had told the Prime Minister to ensure that Nagpal was ‘treated fairly’.

Add on to the Durga Shakti Nagpal story, is how more and more intellectuals, former and present bureaucrats ,civil liberty activists, political leaders are reacting to the suspension of an honest and daring IAS lady officer Durga Shakti Nagpal :

* Brinda Karat , the CPM. leader had said long ago that the immediate suspension of IAS officer Durga Shakti Nagpal was uncalled for as it sends a ‘distressing’ message to other female aspirants to civil service in the country. She said to suspend a female officer right away is extremely demoralising and incorrect and accepted  that the number of female officers in the IAS is low,while Nagpal’s work showed her strong commitment to her job responsibility as a female officer in an extremely difficult district where, she has acted strongly against the sand mafia. Karat also said that the sand mafia only  will be happy with this suspension.

* All India Democratic Women's Association members participate in a candle light march in support of Durga.

* Even Congress president Sonia Gandhi has stepped in, writing to Prime Minister Manmohan Singh to ensure Nagpal is not “unfairly treated”.

* Eminent, retired and serving bureaucrats have come in full support of the officer.

* Former CAG Vinod Rai, who himself recently left office as the chief of country's top auditing body after a considerable amount of criticism from the ruling establishment for his reports on various scams, supported Nagpal, and said,."Suspension of an officer is a serious issue. It is done when there are grave charges against him or her. She has been denied natural justice as she was not given an opportunity to present her case before being suspended,". Nagpal's seniors {:"Chief secretary and secretary (of the department concerned) should have not succumbed (to any kind of pressure),"} should have stood by her. 

* Former Central Vigilance Commissioner N Vittal, who  had served in various key posts as a former IAS officer before becoming head of anti-corruption body saw political vendetta in Nagpal's suspension and called it as an example of "very unhealthy tradition" established in the country's bureaucracy."It is one more example of very unhealthy tradition we have established since independence. Suspension and transfer have been two ways by which politicians feel they can break bone of civil servants."There should not be arbitrary suspension of any officer. It is a political vendetta,"Durga is a young officer. She should be reinstated immediately,".

* SP general secretary Ramgopal Yadav in a surprising move has come to the suspended official’s aid and asked the UP chief minister to review his decision.
IAS lobby has lodged a protest with the chief secretary and political parties condemned the decision. but however his nephew, Chief Minister Akhilesh Yadav defended the suspension, saying that it was done to prevent a communal flare up.

* Supporters of the Bhagat Singh Sena take out a march against the suspension of IAS officer Durga Shakti Nagpal at Jantar Mantar, New Delhi.

* Former cabinet secretary TSR Subramanian wondered the way such transfers are taking place in various states across the country."Transfers in bureaucracy are taking place at the drop of the hat. It is happening across the country, especially in Uttar Pradesh," 

* Serving IAS officer of 1991 batch Ashok Khemka, who was frequently transferred by Haryana administration, termed Nagpal's suspension as a "brazen colourful exercise of power".in my personal opinion it was totally unwarranted. Khemka said, "It is a brazen colourful exercise of power. A very very few officers can take such a bold and courageous step to check on any illegal activities. As a young brave officer she has taken a correcting step towards improvement in bureaucracy," .

* Former IAS officer Dr G Sundaram called Nagpal's transfer as humiliation and an act of discouragement to civil service officers."She should have not been suspended. It is a humiliation for young officer. If at all she has done something wrong, she could have been transferred,"  also said that younger politicians should take a lead in exhibiting integrity in public service.

* Former IAS officer EAS Sarma said "there was a need to bring reforms in the administrative service"and added,"Transfers, suspension and promotions and all other matters must be done by independent agency in a transparent manner without any political vendetta,".

* Congress spokesman Dwijendra Tripathi said that the claim of SP leader Narendra Bhati proved that "IAS officer Durga Shakti Nagpal was suspended at the behest of mining mafia" as he clarified, "Doubts, if any, on the reasons leading to Nagpal's suspension have been removed with the ruling party leader, who is enjoying minister's status, making claims in his public speech," as the ruling government appeared to be in a hurry to get rid of an honest officer as it did not follow the procedures or wait for the district magistrate's report which has found no role of the SDM in pulling down the mosque wall.

*Congress spokesman said the manner in which SP leaders Azam Khan and Naresh Agarwal were talking about punishing the district magistrate who had sent the report proved that only corrupt officials, mining mafia and criminal elements were safe under the present government and wondered, whether the government would take action against the mining mafia and senior officials in the chief minister's secretariat " who not only misled the chief minister but also motivated him" to act against Nagpal.

After * UPA Chairperson Sonia's "belated barb", had  put in dilemma to the Prime Minister Manmohan Singh, who wants Samajwadi Party to help pass the "most important" ordinance on food security, but the Samajwadi Party, which offers crucial external support to his government, has said it will oppose it.
  
* The SP's Naresh Aggarwal said, "We will corner the government, will oppose them. And as Netaji (Mulayam Singh Yadav) has said, we will also vote against the food bill in its present form."  The party's opposition has been exacerbated by Congress President Sonia Gandhi's letter to the Prime Minister asking for Durga Shakti Nagpal, the bureaucrat who has been suspended by the Samajwadi Party-led UP government, to be treated fairly.

Fear Looming Large of Artificial Tension to Prove a Point

The way the Samajwadi Party leadership,  supported by their UPA alliance Congress behaving dumb to the one most sensitive incident of suspending an honest IAS officer Durga Shakti Nagpal just because one of his party leader objected and wanted her removed, her only fault was that she made the illegal business of sand mafia's difficult and  impossible. 

With more and more reports of the local police officers and District officers bluntly denying the false perception of communal tension, or  Ramjan festival, while the political leadership terming the SDM adamant, inexperienced and not capable of understanding the situation. 

Honest India panel seriously contemplating and intelligently apprehending that the reality of situation may be artificially changed to Real Communal Tension as well as an Actual Trouble created by the paid miscreants, just to PROVE THEIR POLITICAL BOSS CORRECT. 

The political loss is huge, for such blatant action of SUSPENDING  an  honest officer doing marvellous work for the benefit of the state , and when the whole of country watching how low the muscle powered , mafia supported political leadership has gone in the state. It is a serious threat that  the bullying political leadership can artificially create anything.

Here the Congress, being the ruling party   at centre should be proactive in their action to save the state, not considering the necessity of SP'S support in Parliament next week in Mansoon session.

Suspension of Durga Shakti Nagpal Challenged in High Court


In latest shameless senior SP Govt Minister mocks SDM. Durga Shakti Nagpal , causing more humiliation to the honesty of the officer. 

While another SP leader claimed , how he  got the order of suspending Durga in merely forty minutes, is a  question the UP government has to reply?

The Lucknow bench of Allahabad high court on Friday has issued notices to state and central governments on a PIL challenging suspension of Durga Shakti Nagapal by Chief minister Akhilesh Yadav to be heard on August 19.

The state government had placed the SDM under suspension last week on the complaint that she had ordered the demolition of a wall of a mosque in a village in Noida, and that her action may have caused serious law and order problem, while the  Chief minister Akhilesh Yadav has justified the action on this ground.

Durga Shakti Nagpal's Honesty Punished


More and more stories coming in the light that paints a dismal picture of the working style of the political bosses in one of the most important state of Uttar Pradesh, the biggest state of India having the honour of one sixth (80) of Lok Sabha  members being chosen from that state. It is one of the open secret now that the top and middle level bureaucracy has to work in most undesired and unethical way, basically dancing to the tunes of the political leaders, working according to their diktats and acting to satisfy their personal whims undermining the state's  and the people's interest. It is most ironic fact that because of such various factors many states, though well placed in many inherent advantages and resources, always remain neglected, laggard and among the least developed regions in comparison to their potential.


Any one who dares to unlook these vicious bosses in such state is harassed, victimised, humiliated and some times even wiped out. It is unending story running for many decades at least, and to the shame of our democracy this story relates to most of the bosses whenever they are at helm. Yes no party at least is untouched with this cruel disease, but of course not all the leaders can be so tagged. The irony is that you cannot wish or hope for betterment or justice because the malice spread is so deep, one will not be spared lest one start resisting.

A social activist Nutan Thakur filed a public interest litigation plea before the Lucknow bench of the Allahabad High Court, questioning the suspension of I A S officer and Greater Noida SDM. Durga Shakti Nagpal and requested the court to direct the Department of Personnel and Training to summon the file related to the government order, and cancel the suspension if it is found illegal and improper. The petition also requested the court to direct the Centre to ask the state governments against any harassment of the officers who have initiated action for checking illegal construction of religious places, and illegal mining.

SDM Nagpal had initiated action against the sand mafia for which she was suspended ostensibly for ordering demolition of wall of a mosque without following the legal process. BSP chief Mayawati said that Goondaraj prevailing in UP and in such  prevailing dismal law and order situation and goonda and mafiaraj, apart from the people of the state, honest officials are also facing hardships, and demanded for imposing President's Rule in the state. 
Mayawati requested the Governor to intervene to provide justice to the officer and warned the central government to take notice of it or else it would be most difficult for honest officials to function under the SP government and it would not be a good signal. Holding that suspension of IAS officer Durga Shakti Nagpal proved that 'goonda and mafiaraj' was prevailing under SP rule in the state, that the Centre and the UP Governor intervene in the matter.

Many doubts are cast on the constitution of the present CM Akhilesh's bureaucratic setup, as the state's principal secretary Rajiv Kumar, who is  holding currently  the appointment, personnel and vigilance departments, governs a special position, in spite of the fact that his name cropped up in Noida plot allotment scandal, and he was slapped a penalty of Rs 1 lakh and 3-years in jail by the court (trial pending in higher court), so is the case of tainted IAS officer Sanjeev Saran, the former CEO. Noida, having the allegations of irregularities and corruption in land allotments in Noida since 2001. In spite of pending graft charges, CM. Akhilesh Yadav's government reinstated him  in April 2012 to the Same Posts, but on Allahabad High Court order, this SP government transferred him as the commissioner of Lucknow division in May 2013.

Akhilesh Communal Tension Theory Unmasked

A young woman IAS officer Durga Shakti Nagpal, proving justification to the name her Punjabi parents had given and who has joined the post barely for one year, has taken on the brazen sand mining mafia in Gautam Budh Nagar, where she joined as.sub-divisional magistrate.

The brave and young lady officer took the initiative from the beginning to act on illegal sand mining by land mafias.She said that the entire district has been affected by such illegal mining and leading to serious environmental issues. and,therefore,needs to be stopped.Since the lady officer took initiative : Special flying squads had been formed to stop the raging menace, the UP police had lodged 17 FIRs over the problem and got  orders for arrest of illegal sand dredgers.in 22 cases by the chief judicial magistrates in last month only, while the concerned mining department lodged  complaint with the police against 55 people in Greater Noida. 297 vehicles and machinery involved in illegal sand mining were seized, collected fines to the tune of Rs one crore and fifteen alleged offenders have also been arrested.recently.But as the stakes were too high and huge monetary returns, those involved were too powerful politically and that forced the Govt to act against the unbending officer.

Outlining her plans, Durga Shakti Nagpal had said earlier that she is gearing up to undertake random raids in different pockets of the district. Many villages were likely to be her target in the joint effort involving officials of the revenue,police and transport departments, while warning to anyone passing on information about impending raids to the sand mining lobby would also be taken to task, she ordered.

Durga Shakti Nagpal had prepared a list of sand mining units operating illegally in the region and it is believed that a local Samajwadi Party leader Narendra Bhati, who is allegedly linked to the mining mafia, had put pressure on the party leadership to get the officer shifted. Once the blatant order took strong political overtones Bhati said,"I merely informed the authorities that the wall of the mosque has been brought down. After that they took the action against Durga Nagpal. Nothing more should be read into this," .

The infamous (for similar acts) bureaucrat and whistle blower IAS Officer Ashok Khemka said, "Damages should be imposed against those who take arbitrary decisions against honest IAS officers," .

Awaaz Foundation, an NGO working on illegal sand mining for over a decade, would like to register it’s strong protest against the transfer of...Illegal sand mining is threatening coastal and river biodiversity all over the country. Mafias operate these illegal businesses and are often protected by politicians. An officer who upholds the law and cracks down against illegality should be rewarded, not be suspended the foundation asked to Ms. Jayanthi Natarajan, Union Minister of Environment and Forests Congress leader Digvijay Singh has alleged that sand mafia is running governments in UP and MP.

UP IAS officers association president Alok Ranjan has said that the association has put forth its demand , when they met the chief secretary and requested him to revoke Durga Shakti Nagpal's suspension.The association has also offered a high-level enquiry into any "mistake" that may have been done by Nagpal while going to demolish the wall of a religious shrine.

Chief Minister Akhilesh Yadav defended the suspension, saying that it was done to prevent a communal flare up. A probationary IAS officer, Nagpal was suspended on Saturday for ordering the demolition of a wall around a masjid in Kadalpur village of Greater Noida. The wall was on gram sabha land and there is a Supreme Court order not to allow any unauthorised religious structure on public land. 

BUT  the local police in Gautum Budh Nagar on Monday deflated the CM's contention by stating that there was no communal flare-up in the area.Adding credibility to the police claims is the fact that the government had not received any field report regarding communal tension in GB Nagar on Saturday. Sources in the state home department said such serious action is initiated against an officer only on the basis of a field report which outlines the need for urgency in such actions.

As per the media report  the government claimed Nagpal was suspended for demolishing an under-construction boundary wall of a mosque in Qadalpura village under Rabupura police circle on Saturday afternoon. Station Officer of Rabupura police station, senior sub inspector Ajay Kumar, said that all was well in the area.Yes the officer Durga Shakti Nagpal had won the wrath of illegal sand miners. The question is whether Durga Nagpal mishandled the situation on Saturday. The villagers in Kadalpur say she came without an order to bring down the wall of the mosque and ever since the construction began in the last two months, no notice was served.But all the religious communities had given their consent in the construction of the mosque and that it was being done on a village land which wasn't illegal. But within the bureaucracy of UP, Durga's suspension is being looked at as political high handedness. 

Sources at Rabupura police station said that no communal tension in the area and the demolition of the wall in question was so quiet an affair that the local police decided not even to mention it in the general diary of the police station — till Sunday afternoon at least.SSI Ajay Kumar further added,"There was no tension at all. You can verify it from media persons who were present here in GB Nagar. I have reasons to believe that not one of them was even aware of the demolition till Sunday night," . Asked if there had been police deployment at the demolition site and if any criminal case had been lodged against mischief-mongers trying to fuel communal passions, the officer replied, and blasted  why to lodge a case when nothing of this sort happened.
